Proper Decision

What is the proper role of a political representative? Should a rep vote and speak on behalf of the majority within his/her constituency (with the means of determining "majority" undefined and possibly invalid)? Or should s/he be free to vote based on personal conscience, believing that voters chose him/her to do just that?
